OK hello thank you everyone and I would just like to speak on Nicola Bowden-Jones or King one of the major functions of a Councillor is the robust governance of the Council carried out through membership of Committees scrutiny and by maintaining democratic procedures
which Councillors are elected by members of the public to do councillors also receive allowances for these roles and additional allowances for leadership roles within the governance of the Council
as is good practice Councillors provide the Council with a declaration of interest in order to reduce potential conflicts of interest so that appropriate measures can be taken to mitigate to mitigate against potential deceptions which seems to make sense but what it the very person in charge of the Council is the very person we need to be scrutinising what measures are in place for this this is a very serious question and demands a very serious answer
so I note that Councillor Toby William Savage lists as a number of interest in his declaration after ignoring his relationship with the Masons we need to think about the pay position he holds in Wecker the West of England Combined Authority firstly because if someone is working for another authority how to both authorities ensure that work is being carried out if the Council has democratically decided that its leader can effectively function on a part-time basis I would expect to see this reflected in the allowances he receives
secondly his position on Wecker conflicts with the Council's Constitution which according to the terms of reference for a Leader of the Council means that the Leader's role includes representing South gloss Council as the Member appointed to the West of England Combined Authority and other strategic outside bodies so please can we have some clarity as to whether Toby to jobs Savage is representing South block Council on Wacker or representing Wecker on South Gloucs Council
now the story doesn't end here so I need to press on to call Toby to jobs Savage is not to do him justice so I must apologise because he should be called Toby three jobs because as far as I know he has one more job it's might be that he has more than that but I only know of one more he works and is paid as an assistant to Mr. Chris Skidmore the current MP for Kingswood
Mr. Skidmore receives a budget from the government to pay his office staff from which Mr.
from rich councillor three jobs Savage benefits but where are the checks and balances being carried out to ensure that Mr. Skidmore isn't able to benefit directly from advice from Council officers through the conduit of three jobs Savage in which case the tax payers of South Gloucestershire are paying for the casework to be carried out by the MP who is already receiving funds elsewhere
the diligence extremely effective and hard-working members of the Labour Group recently lost their entitlement to a political assistant and entitlement I understand is granted to them through an Act of Parliament why was this done the Council is not here to serve the convert servative party it is here to serve the people of gloss South Gloucestershire and it should be givens by all parties elected by the people and these party should have sufficient resources to enable them to do so

tenants why then did the Bristol Post wrote this week of the council spending 34 thousand pounds on some fancy toilet paper which has been shoved through people's doors I take the quote from the Bristol Post something which has happened previously and thus amounts to almost 70 thousand pounds so far South Gloucestershire has 78 schools experiencing funding cuts and a dark cloud looms over the resource base in Emersons Green
how has Councillor Savage who is responsible for the Council's Medium Term finances and budget justify these decisions democratically thank you

the Joint Spatial Plan for the West of England has been roundly demolished by the inspectors during the examination in public for any Councillor who is not ready yet read their letter of the 11th September I strongly suggest you do so as she was will then see how ridiculous statements are from this and other councils in using phrases like to quote we are disappointed by some of the conclusions drawn by the inspectors but we are pleased about X Y and Z finished quote

council's and planning officers and allied rabbits in the headlights not knowing what to do next out of touch with reality but producing hopelessly optimistic statements this holds the Council up to ridicule
and also gives an insight into the mindset of the authors of such statements who have become accustomed to marking their own homework and awarding themselves a distinction when the reality is a big fat fail
let us be clear about what the inspectors have said they have told you that they quote cannot conclude that the Spatial Strategy is sound
and that the production of yet further work which simply seeks to re justify the JSP particularly with regards to the selection of the strategic development locations is unlikely to be successful in achieving a plan we could find sound they go on to say that they quote believed that the Council's need to return to the plan preparation process and with open minds reconsider many fundamental mental elements of the James P
this plan was for five years in the making and has been an appalling waste of time and public money the headline cause of the problem may be the failure of the councils to properly assess the spatial alternatives in an objective manner but the underlying reason goes much deeper into the culture the sheer arrogance of a small unaccountable cabal thinking it can decide from the outset which location should be developed based on political preference which in this Council's case is to build only in Lib Dem worlds then wrap it all up in a contrived strategy is simply breathtaking
not surprisingly the ensuing consultation was a sham even inspectors have vented their frustration on this point their letter says and I quote we gave you the opportunity to prepare a considerable amount of further evidence to address our concerns this has not been successful and our concerns of deepened and of quote so they gave you a chance to try to scrape a pass a year ago but your legendary inability to hear criticism prevailed even when it came from the examining Inspector's and you produced a stack of reports saying the same thing over again
now you have been told your plan won't work we strongly urge you to stop clutching at straws more than a month has passed without the Council's being able to face the inevitable our proposal for the way forward is as follows and it's 5 steps step one apologised to the public for the last five years of this fiasco a recovering alcoholic has first to admit to himself and the world that he has a problem you are still in denial and we think an apology at this stage would be cathartic
step to sack anyone who still believes the JSP was OK really and just needs a bit of a Dust Off you compulsion lump of excrement as much as you like but it's still a lump of excrement until such people have gone you have no chance of avoiding the same trap you walked into last time
step 3 decide whether to go it alone as a local authority or work together as the West of England
it is important that you properly debate and decide on the way forward here in open session this Council needs to get out of the habit of making decisions in a secret in secret in a little huddle

I am a shock loss resident and a founding member of my local residents action group
trapped trapped is an acronym for Thornbury residents against poorly planned development
Councillors you have just heard from the Chairman the co-chairman of trap
this statement has very accurately and succinctly stated both the past and current situation in relation to the JSP
so the upshot of all that has gone before is that years of effort and a very considerable amount of public funds have been totally wasted and its back to the drawing board
the inspectors clearly demolished the current JSP proposals and methodologies to the point at which the JSP must be totally re-evaluated from basics not fiddled around with and bits trimmed to try to introduce the same horse but different colour
further this Council along with Wecker
as recently stated its recognition of the climate change emergency issues as a major factor in determining current and future planning policies
and is also currently currently reviewing its Core Strategy having determined that the current policies are out of date as they are beyond the five-year plan date
to date rather than listening to the public multiple representations of their elected representatives over the last few years the majority of consultation has been Internal and not open to public view or debate
clearly in instigating a new JSP process a complete rethink on all of those issues is required a manager must now be open fully transparent and inclusive of all forms of representation throughout to quote Winston Churchill
every difficulty presents an opportunity
the people of South loss have elected each and every one of their councillors to act in their best interests
I know from personal contact how hard many of you work for your constituents and I am sure that you honestly wish to fulfil that privilege duty to the very best of your individual abilities
but you achieve that end I would respectfully submit
that you must all ignore any political or other allegiances and instead try to all work together in the interests of approximately 200 83 thousand residents in South Gloucestershire
further
as earlier stated in view of the recognition of the climatic effects due to emissions it is crystal clear that the provision of all local infrastructure must be at the forefront when determining the provision of new development
to date South gloss is the only local authority in Wecker that determined siting of new development without the extent provision of suitable local locally accessible infrastructure
and those responsible should hang their heads in shame
in conclusion I say you have been handed the opportunity to do it right this time
please don't fail the people of South gloss again

hello and I managed or a thug verges and I am a researcher at Newey Bristol and I am here tonight to talk about send which I believe you are talking about tonight's or special educational needs and disabilities and later on your game to hear some statements from my colleagues which talk about some of the funding figures and I assume you will be debating some of those as well i'd before that I just wanted to give some personal context about living with SEND and what that means I imagine he'll be doing lots of talking about whether or not there's more money than ever before in the education system and about whether there isn't the UK Statistics Authority has stopped asked that we stop saying that and also that whether or not these and the increased funding that's in the education system actually makes up for the cuts previously but from a personal perspective and my daughter has recently been diagnosed with dyspraxia and HD and I would like you to know about the pain and the impacts that these cuts and difficulties in schools are having on parents and the wider community so my daughter went to school in 2 thousand 16
she was born preterm with low birth weights we always knew that we might have issues but we had to wait until she was aged six before we got any help the school actually said to me sometimes children have to fail before they'll get any help now I don't know if you can imagine hearing that if that was your child by can tell you it's devastating it's been devastating for our whole family to go through this fights nor I have a PhD in social psychology and I found the system of getting help navigating the healthcare system which has also been cuts and then trying to get educational help hugely traumatising and detrimental to my mental health to my family's mental health I have a younger son so impacting on other family members as well and all the while my daughter who is not able to write with dyspraxia or developmental coordination disorder has been sacked in the classrooms unable to participate not getting an education and again to know that that is what her one chance at education and that she is not getting that help has been devastating now recently we have managed to go through an appeal to an appeals tribunal which I believe 90 per cent actually win for the law is not being applied correctly and she has now got an educational Health Care Plan and where termed as one of the lucky ones and but I can tell you that it's not a golden ticket as was reported in the Times this week and that and the impacts of the wider school cuts on schools means that other children's education is being impacted so you are robbing Peter to pay Paul which is not fair on all pupils so I would like you to take that into account when you are discussing this that you are discussing real children real people's lives parents who are struggling communities who are struggling children who may not get the education that they need in order to go on to be contributing members of society and please remember that thinking

I am are Niki Kaur I am a representative from send crisis and I just want to speak to you about asked a question about the Ready Reckoner
so the bread reckoner has been up and running for six months now and send crisis would like to ask what the impact has been during the consultation phase we were concerned about the absence of context within the documentation about the new funding tool and therefore had and continue to have valid concerns about its efficacy the Ready Reckoner was introduced within the context of of an already failing children young persons service and to quote the of 19 to quote their 2 thousand 18 Ofsted reports and leaders have not ensured that children with disabilities receive a safe service that meets their needs and protects them from harm
the implementation of the Ready Reckoner followed years of general generalised cuts to school funding which have adversely and disproportionately affected SEN children through reduced pastoral care reduced behaviour support staff and reduce TA hours inside gloss parents already have to face long battles for assessments services and adequate provision send children and young people were already being failed there are genuine and valid concerns about the impact of further funding cuts when he HC peer reviews take place under the Ready Reckoner simultaneously children a dish children with additional needs struggle to access vital support in other areas and I've got three here
number one the mental health service only the most severe cases or offered support with some parents attending A&E up to 20 times before CAMHS are able to offer support even then some children a sense out of area for services number to behaviour support and exclusion from school children with SEND are regularly subjects authoritarian behavioural approaches when schools and SouthGloucester not meeting their needs this may include being shamed in front of their peers be put in isolation missing breaktimes detention suspensions are exclusions without a lack of appropriate support school placements often begins to fail for children with additional needs exclusions in South gloss or higher than the national average 1 thousand 190 exclusions took place in 2 thousand 17 of these 78 percent were sent children and 100 and 86 had any HC pay this issue continues to fail SEN children with numbers rising only the parents who have the energy education and finances to fight back
will bring a disability discrimination case to a court of law for the explosion of these vulnerable children because it can cost 25 thousand
yet 25 thousand pounds but threats

i'd like living in the most might better from the Emersons Green Primary School governing bodies you say thank you for the opportunity to speak today and also to present a petition and online petition over 6 thousand 200 residents who signed up to save the Emersons Green Primary School resource base and oppose the current proposal or recommendation to close that resource base to highlight what that means for the community I'm going to read a statement from the staff at highlights issues and concerns are before that's like to make two points
first of all the existing recommendation is that our school closes its resource based new children in two years time at that means an alternative needs to be in place in two years' time allows children that would normally come to our resource base will be destined to special schools and will miss out on the mainstream education that we can offer them secondly we are concerned about the number of assumptions and data sets us a fourth review and I say we I mean governors and some subject matter experts on inclusion staff parents and the community are worried about the assumptions and data sets the reviewers relied on we are sharing our concerns with the local authority and we hope there are sharing will be successful
that further do then I'll read the state visit from that the LA staff members who run the resource base so well so we the staff of Emersons Green Primary School oppose the local authority's proposal to close the resource base here at our school we fully support the fantastic campaign that parents past and present of organised the fight this decision we wish to wholeheartedly thank them and their families for the time effort and passion they have put into trying to ensure that the inclusive provision for children with visual impairments and physical disabilities and had been developed here over the last 20 years is not lost
Emersons Green Primary School is a mainstream primary school with embedded specialist support for disabled children since it was purpose built in the year 2 thousand inclusive practice and an inclusive ethos or been at the forefront of the school's development the resource base provision that the local authority plan to remove from the school is essentially the expertise drawn from years of experience to include pupils with a variety of complex needs in a mainstream school
the school provides so much more than is available in a typical mainstream school is unique and valuable provision for children with visual impairments wheelchair users Braille users communication aid users lacked on users and Kane users
specialist support is given for people's wide ranging needs speech and language therapy physiotherapy occupational therapy mobility tube feeding oxygen self-care and independence Manual handling social and emotional needs and the fundamental need to develop a child's independence these needs are met through the skills and expertise of school staff working with a variety of therapists who are able to support the number of pupils in a single visit the provision is both exemplary and cost-effective
the school has been visited by educators from around the world and is proud to be considered a beacon of inclusive practice by the University of Vermont the Centre for inclusive education and the Alliance for inclusive education
staff work on a number of projects will outside providers such as the University of Birmingham and Bristol University to train visual impairment teachers and develop innovative technology to aid inclusion South Gloucestershire should be proud in his school it should be celebrating EC success and it should create more schools that follow this model not Fousert phased out or close it down
all pupils who attend the school benefit from inclusion they enjoy learning with and developing friendships with pupils of all abilities and learned to appreciate that we all have different strengths
that develop they developed the ability to include except learn from enrich and be enriched in an inclusive environment the fundamental outcome of inclusion Emersons Green is an ethos where every child feels wholly accepted as a part of the community without feeling singularly different because the time and expertise this takes to achieve it cannot be replicated easily swiftly and has successfully other schools especially if this model of inclusion no longer exists for them to copy and learn from
while we are of course worried about our jobs and our colleagues jobs are overriding concern Woodman remaining parents both present and

thank you good or good evening 9 Nigel volley and speak on behalf of the South Gloucestershire district of the National Education Union which represents the large majority of teachers in this Authority and is also sponsor the has been a sponsor of the Fair funding campaign for all schools in the air in the Sunday emergency campaign and we wish to make a number of points the first one is rich in response to the government's announcement of an
increase
and funding for South Gloucestershire scores of five-point 5 per cent it may come as a shock to some but we welcome that
the slight problem is of course that is not enough
the real terms funding cut to satoshi schools and 25th 15 29 scene was 7 percent and you get the government's new extra funding for us his five-point five per cent by 20 20 99 out of 100 tanks such as the schools will still have a funding shortfall by 20 21 it will be 80 out of 100 and SEN for most of our secondary schools a shortfall by 20 21 will be over 100 thousand pounds a year our problems aren't sold and it's important that parents the public and elected representatives in South Gloucestershire understand this
one thing we do welcome matches you management now by local
MPs that has been a problem
in South Gloucestershire for years they have denounced the fairer funding campaign and my Union for scaremongering and misleading the public but now apparently we were right
anyway and
School funding should be made based on these rather than a notional figure or other Councillors Serrano to this and that the together for education campaign which is a very broad alliance of education stakeholders of which South Gloucestershire is a Member through the Authority group
is a local group of of teachers and school leaders are getting together to produce a needs analysis for South Gloucestershire schools and it's on that needs analysis that funding should be based rather than a notional figures are hopefully in the next couple of months we should be able to present the Council with a real concrete plan for restoring School funding and the quality of education in schools
to what we what has been a to go some way to restoring what we've lost
the other point I want to make is about some Emersons Green and about sand education
was a meeting or parents' staffer Emersons Green and Black's primary schools
a couple of weeks ago and LEA officers stated that the proposed phasing out of Emersons Green Resource Centre was part of a general reorganisation of SEN provision to address the needs in the whole authority and was not driven apparently by Finance will as a surprise we recognise that there is a need to to reorganise improves SEN provision in South Gloucestershire however we do not accept that improving SEN provision necessitates the closure of one of an excellent facility the very good description has just been given in the previous Speaker the only motive for doing this must be financial and it will be to the detriment of the service an LEA officers have emphasised their belief and inclusion that means as far as possible including children with special needs in mainstream schools as the cornerstone of SEN provision we agree with that inclusion is central to National Education Union policy on sand and our ancestral union the NUT as been championing this for the last 40 years however it cannot be inclusion without one minute remaining the dump children with

complex needs complex needs into mainstream without the resources to address those needs is sheer cruelty amounting to abuse it also has a serious consequence for the other children in mainstream schools and the teaching and support staff already driven to breaking point I intolerable workload and punitive performance management if there is to be inclusion it has to be resourced properly resourced according to need it's not a cost-cutting exercise and to do that is terrible the authorities promised a consultation on SEN reorganisation reasonably question require inclusion in that process as a professional organisation representing the large majority of teachers in South Gloucestershire we fear any Area officers will pick and choose the professionals they wish to consult rather than those who are representative and accountable if professionals ought to be heard it is we who should decide through our organisation who speaks on our behalf thank you

how crippling my name's Liz Wadey I live in Winterbourne down we've got huge concerns regarding pedestrian safety across danzón bridge damsel Bridge if you don't know is a stone bridge that goes back over 100 years it's on the main route into Winterbourne from the damn badminton wrote we've got a petition of 175 local residents have spoken and said that they would like to see improvements for pedestrian safety on the bridge its lethal to cross currently
because of the road layouts there's a blind corner on the bridge and cars come down the hill from Winterborne at speed the braking distance is critical to this it's 30 mile an hour zone coming down but you need to be going in a car at 5 miles an hour to prevent a vehicle coming face to face to within a metre
it's too narrow for 2 cars and pedestrians to cross service to be on the bridge at the same time
walking to school with my two children a couple of weeks back we had two incidents within one week
again on that blind corner I had a high-vis vest on my children behind me a car came down round the corner and swerved to miss us if there had been a car coming the other direction there would have been a horrendous smash again within that same week are we were walking within the pedestrian zone those are white line marking it a white van kept coming towards us within the designated area for pedestrians it was only until I started shouting and waving that he stopped he carried on Cummings there were other cars there was a car coming behind us so I've taken the decision that is just too dangerous for us to walk that way presently
you just cannot use common sense to cross the bridge over the last 10 years trees have grown on private land adjacent to the bridge so therefore cars travelling down the hill of got no sites a view as a pedestrian on that bridge until the last minute which could be a metre from them to see you would fare travelling any faster than 5 miles an hour as a pedestrian you could have had it
we really need some kind of change to pedestrian safety on that bridge and I presume I think pedestrian traffic lights are going to be needed before a fatality occurs

in online channels were perhaps previously only open to them were either phoning up and also or writing to the Council this will drive efficiencies within the various Departments so the actual savings to the Council are being demonstrated in the reduction of costs associated for each of the Departments where those savings take place so as you know as I put in my response to question the first of these projects the green waste programme is starting to roll out and that will then start demonstrates reduction in the budgets in those Departments it is it is my view that is the best place for those savings to be shown so actually you can see as each individual item comes on line the amount being spent based apartments can be identified can be tracked and can be seen exactly the Department as a whole will be acting more efficiently moreover them in my role we will also take an overview of that process am in that we will monitor how much with spending on the actual little programme implementation so we have a clear idea how those costs are being spent and we will also look at each of individual cases to ensure that when we actually implement I'm a proposal to reduce cost and fitted apartments weaken then action follow that through to make sure that the business case that we've clearly set out and have very carefully monitored is actually implemented and then we can actually deliver that through the internal procedures

thank you I am pleased to present the Annual report of the Audit and accounts Committee the Committee forms part of the Council's corporate governance arrangements and monitors the work of Internal and external Audit this annual report provides you with insight into the essential work that the committee conducts this include ensuring there is independent review and oversight of our governance functions and increasing public confidence in the objectivity and fairness of accounts were systems and processes the Annual report attached Appendix 1 provides an overview of the work of the Committee over the last 12 months since September 18 following the election in May last
following elections in May of this year the membership of a committee has significantly changed
these reports cover some of the work undertaken by the players in our ship of the Committee the Committee has received and reviewed a variety of reports throughout the year covering the usual topics of Treasury Management the annual governance statement Internal and external Audit reports and counter fraud arrangements
the Committee reviewed and approved the Council's annual governance statement in July 20 19 the financial statements have been completed and audited in line with national requirements and the Committee receive training on their role in the approval process the Committee has responsibility to monitor the Council's counter-fraud arrangements and the previous members of the Committee received a report on counter-fraud initiatives in January 2 thousand 19 the Council continues to be robust in deterring fraud
the Committee continues to receive information on various aspects of treasury management to ensure that the Council is responding to constantly changing market conditions

i'm Geoff thank you very much that of the reports are before us today members is about how we respond to the new councillors arm and change that we have seen on this Local Authority
with a backgrounds of Members that we now have
greater diversity that we now have
and how we can introduce policies that support those Members to balance a family and working life whilst effectively and are carrying out their Council duties and whether they be a Ward Member or whether they hold
special responsibility
on this Council
Home as an Authority
we have are set values we care and that provides our guiding principles around how we work or work with each other
and how we embrace diversity and respecting and championing equality for all and embracing that change and is particularly poignant that this is coming forward as it does a during national democracy Week
i'd like particularly to thank Rachel Hunt and officers for their work on how we improve our maternity and in care leaver and carer
support policy and demonstration that this Council is providing real supports our attempt to Members irrespective of their backgrounds are to ensure they can be the most effective representatives they can be that this Council couldn't be as reflective as possible of the communities that we serve
am I also welcome
the
changes in Sri days and for both the minority lead members on the regulatory or development management committees and strategic sites delivery Committee and this has been a long standing issue that Members on all sides of the Chamber have raised and or during the previous meetings where we have discussed and debated at members' remuneration I think it's right
that Members are recognised for the additional workload and responsibility that comes with holding a special responsibility
I welcome
the further review that the Panel wished to do on the posts of assistance to Executive Members
I see those roles as very much the other side of the coin when it comes to having an appropriate arrangements in place to cover members on maternity leave and sick leave and other
caring responsibilities to ensure that we have a resilience and political leadership structure that means that services can continue to be led and by elected members and
if and when the individual portfolio holder is unable to start discharge their duties for a limited period of time within those circumstances and and then finally links back to my earlier comments from minority Lead Members are being supportive of the introduction of our owner of an SRA to the Chair of the Audit and accounts Committee and for the same rationale and justification and as the Panel have found for the minority Lead Members
and so I'd like to propose and those recommendations are it in en bloc

it is so important that we have the best people possible to represent our communities on the Council and so barriers should be removed there should deter people from one thing to stand for election the clear support that this report shows for those councillors who would be looking to start a family or have other caring responsibilities is a fantastic step in the right direction to provide some background to this a national census of the Local government Association in 2 thousand and 18 showed that two thirds of councillors are male and over 70 percent are over the age of 50 with almost 50 per cent over the age of 60
in the local elections in May South glosses improved upon the diversity of its previous cohort of Councillors and beaten the statistics moving from 84 percent over the age of 50 to 61 percent alongside maintaining a modest additional 3 percent of women than the national figure and it is also worth highlighting increasing the ethnic diversity of its members
the reasons for under-representation by younger and female councillors across the country are complex yet simple the Councillor role does not lend itself easily to people with young children or people with caring responsibilities with its broad variety of responsibilities and miscellaneous hours and while it is slowly changing it remains remains the case that this disproportionately affects women research undertaken by the Fawcett Society has found that a lack of maternity policies for councillors only 7 percent of councils have one and a lack of support with childcare and adult care prove significant barriers to women putting themselves forward to stand to represent their communities
I hope that Members will support the notion that by highlighting these things demonstrates no wish to erase the perspective or the valued contribution of older or male Councillors to whom that these policies will also serve when needed it's not even about ensuring there's a seat at the table as women have been able to stand as councillors since 19 0 7
it is about ensuring the valuable contribution of younger and traditionally female voices I heard and Local government by making it a more realistic prospect while juggling the demands of a young family or an ageing parents and it is my hope that the introduction of this family friendly policy including help with care arrangements were helped this
most in the Chamber will know that the past year has been rather complicated for me having spent months in and out of southmeads NICU following the birth of my daughter there is definitely a fine balance to make sure you are fulfilling both roles as a new parent and a counsellor but it is one that can be managed with the right level of support I am lucky to be part of a group and a Council that a supported me at every turn I am pleased to have been able to play a part in developing this policy over the past few months so the Council is in the future can share in those highs of new parenthood without having to worry about their role as a Councillor I want to thank officers and my fellow Cabinet Members for their efforts in working together to demonstrate how progressive we are as a Council and I am delighted to second this report

present the Code of Conduct and review of procedures at the regulatory committee has recently reviewed the Council's adopted code of conduct the review follows the publication of the latest report from the Committee on Standards in public Life
this Committee report to government on ethical standards in local government and the latest review was undertaken to assess whether the current framework does provoked and maintain the high standard expected by the public
regulatory committee reviewed our existing code
against the recommendations in the report and is very pleasing to report that our Code was robust
in that it already complies with a number of the recommendations
the regulations the Committee does however recommend some amendments to the code so as to ensure it remains robust and fit for purpose
the main amendments relate to the introduction of a definitive a definition of bullying and harassment and an amendment to the value of gifts and hospitality that Members are requested to recorded on the register
alongside the review of the code of conduct it was an appropriate opportunity for the regulatory committee to also review the current procedures in place for management of complaints
the Committee considers that the procedure for managing complaints can be streamlined with initial assessment being carried out by officers in conjunction with an independent person
the revised procedures now recommended to Council recognise the important role the Standards Sub-Committee continues to have in the overall process and it will continue to have oversight of the procedures in addition the regulatory committee will receive an Annual complaints report and I thoroughly recommend this forum proposed to Milan proposal proposal

and therefore support the proposed amendments as I think it is wise that we do fully consider all the options available to us to reduce emissions outside of local schools I live round the corner from our local schools and certainly don't want to see cars just sat idling causing pollution so it is a very important issue I am a little concerned that the 20 pounds fine won't be an effective deterrent give him that I understand the mechanisms of actually observing a stationary idling vehicle for long enough then issue a 20 pounds fine is difficult to enforce hence my belief that a more in-depth study only over a three month period

yes I think I was very happy to second the original motion and I was like maybe quite wouldn't use Mike's phrasing it does seem a bit of a shame that this motion
the amendment to the motion is not quite kicking it into the long grass but not perhaps acknowledging what we've actually already got I don't really understand why there is a call for further research and studies and all that sort of thing when there is absolutely masses of research into this subject and I remember first looking at air pollution when I was on the GLA in 2 thousand select nearly 20 years ago when I had to learn about Knox's and God knows what else have chemistry not been my best subject the government has clean air plans for council or council areas to be involved with any way you I have recently released a report into inequality and traffic related pollution because it is very often the children who are the children whose families don't have because you are walking who are getting a poisoned at my the YEP parents who can't afford the cars so that that's an interesting angle on it though we know that there is a vehicle emissions when the engines idling produces twice as much exhaust emissions as an engine in motion and
Chris Christie's mentioned the the the legislation while one thing that I do find a bit sad actually is or some of you may or may not know that via a Hobhouse did actually tried to introduce a private member's bill to pick up on some of these issues the vehicle emissions idling
Bill it was called and the idea was that this would increase the penalties for stationary vehicles where the engines were idling and it would grant local authorities more power to issue such penalties while unfortunately the the this wasn't supported and that the Bill fell at its first stage but this was looking at exactly these kind of things so it is a bit disappointing that in south calls were not using legislation that is already there and that our local MPs didn't support legislation to make this better so this is why I don't think I can support the amendment when it's it's making things worse not better and I appreciate that the the best interests may have been to make it better but we don't need further studies we don't need further information we need to do what we are already allowed to do which I wouldn't have actually thought was that difficult

and children walking outside when actually what we should be educating people about which is not mentioned here in your publicity campaign is the fact that those people shouldn't be in cars outside the schools with the children in the first place what we should be educating people in areas today is actually to walk their children's school actually or cycled school with them for several reasons one is specified everybody else to is better for them years ago I went on a school trip with the children from the primary school as you do as a parent we went the place over at Bath and I'm talking 40 years ago now are probably certainly 35

after about five minutes quite a few of the primary school children then were complaining they didn't want this far

it goes to sites and then you have to come to the Committee again it makes the Council look very silly we should be able to be able to cause
call sites two sites so that issues that we should planning applications two sites in a much easier way than we do now if they should have to go to committee it's obvious that some of those applications that can lead to go to sites in order to make a decision and what's happening now is completely
cynnydd spotless with you you go to Committee who go to cites the need go back to Committee again it should go to sites then the Committee like it used to

and thanked the Chair when I first read this motion it on first reading seem to make good sense in order to speed up the process and the officer with the current system we haven't face it eliminates an opportunity for residents to have or have a voice they go to the original meeting and they can voice their opinions they can point out to Councillor is exactly what it is they wish to be seen on the site
and when it goes to sites Councillors know exactly what the local residents issues are before it comes back for a final decision
so because of that
I think it's difficult to support as it currently is and we have circulated an amendment for less obviously the new planning policy came in 12 months ago and we did say at the time that like all policies they do need reviewing after 12 months we made a commitment that he would review that and so that is now coming up November would be the 12 month Mark and our amendment is busy acknowledging that we would do a full review which can take in the comments from the Lib Dem notion and said it they can all be assessed at the same time
I think think we should be taking a piecemeal approach to making changes to the policy if we are going to do a review then we can look at everything all at once or through November onwards and then at the May Council meeting it can all form parts of the of the AGM the constitution
so because of that I would like to move the amendment that we have circulated

the problem on foot for longer and if we're not going to make changes until the May Council
I don't see why it has to wait for then given that we made the Council can be the changes at a joint meeting before it's just postponing it and many will have another six months or more of six seven months of
the inefficiencies in the current system and I thought this a threat was almost risibly Allred value for money efficiencies but this introduces
inefficiency into the system and if the ARU concern is residents being able to point out things that should be looked at a site visit the appropriate way to fix that would be to allow them to speak at site visit again thank you

I was trying to ask for enough speech and on
most of you will know I hate planning with a passion
are so I just about got to grips with the old planning procedures and in comes a new law and frankly it just completely blew my mind didn't read one player the had so obviously aren't now unless I've got this rotten what happens is planning applications are centred upon to the website and residents and anybody else in the world can put back comments on the websites so we know if there's a problem what the residents again or say OK it's not it's not Sunday coming out of field is on the website I quite often what happens if the planning and the officers address those issues in their comments in report now what happens then is some Members think no they haven't got the whole drift of what was being said here so the procedure is the local member has to go and see the planning officer whose named on the thing because I had to declare and you have to explain why you don't agree what they put in their recommendations so again no surprise to anybody as to what the problems are and he then you have to find another person to agree to what you said as well and job planning development control prison in our case James
that then kicks things off the circulated schedule might so then unless I've got this wrong what has it goes on the circulated schedule and then if we still don't agree with what's what's on there that's it
it goes to Committee now
what other stuff eager to get by threatening the residents through the first meeting that you haven't already got either on the planning application the responses to the planning application or the reasons why the Councillor has referred it to compensate and the officer's response but you

the initial changes were brought in so that residents could engage with the Committee at a much earlier stage obviously the sites inspection comes in the last couple of weeks or of an application being determined at which point it's very difficult for their concerns to be fully taken on board by then being able to comes commit him talk at that earlier stage is a lot easier and means that officers and Councillors can fully digest the information are receiving
you'll also find that lots of residents find it a lot easier in those five minutes to voice their concerns or an articulate them the neighbourhood in writing some of the objections received online might only be a couple of lines long but when you speak to that residents will find that they will quite happily speak very articulately for five minutes on it and appoint eight things that you might not otherwise have seen
the point of calling for the review
is or has been 12 months we do want to properly consider any positives and negatives and as I said the original Lib Dem motion and their proposal can be considered alongside that we can look at any positives and negatives that can come out of it
and the length of time it just means that gives all members a chance to be fully involved in that process
and we can have a proper review to make sure that we are taking the planning process forward and is fit not only for residents but for this Council as well

and is not something I think we can support it this moment are obsolete the whole point of doing review is that the whole planning process can be reviewed all options can be considered including the previous motion you put forward
the issue that we had previously with residents speaking at site was
twofold really first voice I said it very late on in the process it didn't see give officers members the chance you the technical work to assess what was being raised on site very close to a Committee meeting
and it also in some instances annoyed residents when they believe that there should be a debate on site and they would wonder why they're not getting answers to questions there then obviously know a site visit is purely there to view a site or not to engage in debate with other members of the public
or other members so because I think the motion is we have it amended is calling for the full review I believe it should remain as that and this is something that can be considered as part of that review
